The media is having a field day over President Donald Trump’s decision to slap a 10% tariff on the Heard and McDonald Islands tiny Australian territories inhabited only by penguins. But while legacy outlets push memes and mockery, Commerce Secretary Howard Lutnick made it clear on Sunday there’s nothing funny about locking down every possible trade loophole.
Appearing on CBS’s Face the Nation, Lutnick defended the decision, explaining that the new tariffs unveiled during Trump’s “Liberation Day” trade announcement leave no backdoor open for foreign nations like China to exploit.
“If you leave anything off the list, the countries that try to basically arbitrage America go through those countries to us,” Lutnick said.
Translation? Trump isn’t going to let foreign exporters reroute their goods through obscure territories to dodge tariffs. That’s exactly what happened during his first term, when China responded to tariffs by funneling their products through other nations.
And this time, Trump isn’t taking any chances.
While D.C. elites snicker about penguins and punchlines, Trump’s strategy is about airtight enforcement. Every territory, no matter how remote or uninhabited, is being accounted for. No exceptions. That’s the kind of meticulous trade policy that protects American jobs, rebuilds industry, and stops adversaries from gaming the system.
Here’s what matters more than media optics:
China rerouted exports through third-party countries to skirt U.S. tariffs.
Trump’s new tariff structure applies even to territories without exports to close potential loopholes.
It’s about national security rebuilding U.S. capacity to produce steel, semiconductors, and medicine.
When moderator Margaret Brennan tried to ridicule the policy as algorithm-generated randomness, Lutnick fired back with facts: Trump’s chart was designed to account for every angle of global manipulation. That includes blocking countries and territories that might be used as transit points for tariff-dodging goods.
“We need the greatness of America to actually be built in America,” Lutnick said. “And [Trump] is tired of getting ripped off by the rest of the world.”
While pundits laugh, Trump is playing chess not checkers. The inclusion of every territory, no matter how obscure, sends a loud message: the United States is done being a sucker in global trade.
