$13 Million Worth of Contraceptives to Be Discarded by State Department

Trump’s foreign aid overhaul targets coercive population programs funded under Biden administration.

The Trump administration has ordered the destruction of $13 million worth of contraceptives purchased during the Biden presidency, citing violations of federal law related to coercive population control programs.

The contraceptives including hormonal pills, IUDs, and implant kits were originally procured by the U.S. Agency for International Development (USAID) for global distribution. But according to a senior State Department official, the Biden-era purchases ran afoul of the Kemp-Kasten Amendment, a longstanding federal statute that prohibits funding any group involved in forced abortion or sterilization.

Rather than risk distributing the products through third parties tied to coercive reproductive practices, the State Department opted to destroy the entire inventory a move that will cost U.S. taxpayers $167,000, a fraction of the original purchase price.

“This action ensures that U.S. foreign aid does not subsidize anti-humanitarian organizations operating under the guise of global health,” a senior official said.

The destruction order is part of President Donald Trump’s January 2025 directive to consolidate and reform USAID, placing tighter controls on how U.S. foreign aid is administered. Since returning to the White House, Trump has made it a top priority to unwind Biden’s globalist health initiatives and redirect funds toward programs that reflect American values.

Some of these global NGOs have been criticized for collaborating with regimes accused of forced abortion campaigns, particularly in places like China, where the UN Population Fund has previously operated in close coordination with government family-planning authorities.

Rather than rebrand the products or transfer them to questionable entities a move that would have cost millions more the Trump administration chose full disposal.

The decision also sends a broader message under President Trump, the U.S. will no longer serve as a silent partner to foreign coercion masquerading as healthcare. The administration is drawing a hard line against the disturbing legacy of top-down population control, which flourished under progressive global aid programs.

This comes amid Trump’s broader push to realign America’s foreign aid apparatus with constitutional values and the rights of the individual, particularly in developing countries where coercive health programs are often enforced with little oversight.
