Speaker Johnson Outlines Dual Strategy to Implement DOGE's Spending Cuts

Speaker Mike Johnson outlines major legislative push to slash federal waste and deliver on Trump’s mandate for leaner government.

House Republicans are wasting no time turning Elon Musk’s DOGE initiative into real action. On Wednesday, Speaker Mike Johnson (R-LA) made it clear that the House will be implementing two aggressive strategies to lock in the cost-cutting breakthroughs uncovered by the Department of Government Efficiency (DOGE), a Musk-backed project that’s already revealed shocking levels of government waste.

The announcement comes as concerns mount that the recently passed “One Big, Beautiful Bill” might compromise DOGE’s momentum by adding to the deficit. Musk, who has taken a step back from the initiative to focus on his companies, warned that the bill's spending could "wipe out" DOGE’s early wins.

Speaker Johnson, however, was unequivocal in his support:

“The House is eager and ready to act on DOGE’s findings so we can deliver even more cuts to big government that President Trump wants and the American people demand.”

Johnson’s two-pronged strategy includes:

  • Legislation to codify DOGE cuts: The House will quickly pass a rescissions package that locks in savings identified by the DOGE team, especially targeting discretionary spending.

  • Using appropriations to execute Trump’s 2026 budget: Johnson emphasized that the appropriations process will be the mechanism to implement deeper structural reforms outlined by President Trump.

The DOGE team, even with Musk stepping back, has already exposed staggering examples of dysfunction:

  • Over 12 million Social Security recipients allegedly listed as older than 120 years, raising serious fraud concerns.

  • An estimated $175 billion in savings identified so far through various methods, from asset sales to canceling wasteful contracts and grants.

  • $1,086.96 saved per taxpayer and that’s just the beginning.

Meanwhile, the “One Big, Beautiful Bill” currently under Senate review aims to enshrine key elements of Trump’s platform:

  • Border security enhancements and the largest welfare reform in U.S. history

  • Retaining 2017 Trump tax cuts, which supercharged the economy before Biden-era inflation spiraled

  • Debt limit adjustments that pave the way for long-term fiscal overhaul

Still, the bill doesn’t cut discretionary spending due to Senate reconciliation rules. That’s where Johnson’s plan comes in to bridge the gap and make sure DOGE’s achievements aren’t lost in legislative red tape.

White House Deputy Chief of Staff Stephen Miller put it plainly:

“DOGE cuts are to discretionary spending. The Big Beautiful Bill is NOT an annual budget bill… Instead, it includes the single largest welfare reform in American history… All while reducing the deficit.”

Johnson echoed the sentiment, praising the complementary nature of the efforts. While the bill tackles mandatory spending, DOGE zeros in on the bloated federal bureaucracy a one-two punch aimed at cutting deep into the national debt.

Rep. Marjorie Taylor Greene (R-GA), who leads the DOGE Subcommittee, announced that the first DOGE cuts bill drops Monday, potentially targeting foreign aid and taxpayer-funded media like NPR and CPB.

“Personally I want to pass DOGE cuts every single week until the bloated out-of-control government is reined back in,” Greene posted on X.

With the national debt now exceeding $34 trillion and interest payments alone consuming over $1 trillion annually, these bold moves can’t come soon enough. The Democrats’ reckless spending spree under Biden has pushed America toward the brink, but with Trump’s leadership and a focused GOP Congress, real change is finally on the table.
