Hawley Proposes Tax Rebates Using Trump’s Tariff Revenue

The American Worker Rebate Act would return tariff dollars to U.S. families while supporting Trump’s trade strategy.

Sen. Josh Hawley (R-MO) has introduced the American Worker Rebate Act of 2025, a bold new plan that would give tax rebates to American families using the massive revenue generated from tariffs implemented by President Donald Trump.

The bill would provide a minimum $600 credit for each qualifying adult and child, with the possibility of higher payments if tariff collections exceed projections. Modeled after the 2020 stimulus payments, the rebate would phase out by 5% for higher earners:

  • Joint filers with income above $150,000.

  • Heads of household earning over $112,500.

  • Single filers making more than $75,000.

“Americans deserve a tax rebate after four years of Biden policies that have devastated families’ savings and livelihoods,” Hawley said in a statement. “Like President Trump proposed, my legislation would allow hard-working Americans to benefit from the wealth that Trump’s tariffs are returning to this country.”

The Trump administration’s aggressive trade policies have brought in over $100 billion in tariff revenue in just the first six months of his second term far exceeding expert forecasts. Last week, Trump hinted that a rebate program could be on the horizon, saying.

  • We have so much money coming in, we’re thinking about a little rebate, but the big thing we want to do is pay down debt. We’re thinking about a rebate.

The tariffs, which Trump has branded “Liberation Day” tariffs, are designed to pressure foreign governments into fairer trade deals with the United States. The administration has already signed a series of framework agreements aimed at reshaping global trade in America’s favor.

On Sunday, Trump announced what he called “the biggest of all the deals,” in which the European Union agreed to invest hundreds of billions of dollars in the United States, slash tariffs, and open EU markets to American goods. As part of the deal, the EU settled on a 15% tariff rate for many imports, leveling the playing field for U.S. industries.

By funneling tariff revenue directly back to the American people, Hawley’s bill not only rewards working families but also reinforces Trump’s America First economic vision one that prioritizes domestic industries, job creation, and national self-sufficiency.

If passed, the American Worker Rebate Act would stand as one of the most tangible benefits of Trump’s tariff strategy, offering immediate financial relief to families while ensuring foreign competitors play by America’s rules.
