California Democrats Push Redistricting Scheme to Flip GOP House Seats
Newsom and state Democrats explore ways to bypass voter-approved rules and tilt the map in their favor.

California Democrats are quietly preparing a massive power grab aimed at redrawing congressional districts in their favor a move that could erode the GOP’s slim majority in the House of Representatives and shift the balance of power in Washington.
The effort, which insiders admit is a direct response to Texas considering redistricting, has gained momentum after Governor Gavin Newsom and top Democrats huddled with House Minority Leader Hakeem Jeffries (D-NY) this week. Their mission? Find a way to bypass the independent redistricting commission approved by California voters in 2010.
“They’re playing by a different set of rules,” Newsom said of Texas, signaling his willingness to follow suit if it means boosting Democratic power.
According to Punchbowl News, Newsom sees two potential paths to redraw the political map:
Option 1: Gut the independent redistricting commission. Newsom could call a special legislative session to place a measure on the ballot allowing voters to “pause” or strip the commission’s power. To win GOP support, Democrats might attach a conservative-friendly policy like voter ID a cynical ploy to mask their true intentions.
Option 2: Redraw districts mid-decade by exploiting legal gray areas in the state constitution. This would almost certainly trigger lawsuits but could give Democrats an immediate advantage if pushed through.
Democrats are already eyeing key Republican-held districts, including those of Reps. Ken Calvert, Kevin Kiley, Darrell Issa, Young Kim, David Valadao, and Doug LaMalfa. As Rep. Mark Takano (D-CA) bluntly put it “We want our gavels back. That’s what this is about.”
While California’s independent commission was meant to eliminate partisan influence, Democrats have a history of secretly undermining it. In 2011, ProPublica reported that California Democrats worked behind the scenes with unions, community groups, and even ordinary citizens posing as “concerned residents” to manipulate testimony in favor of Democrat-friendly district lines.
“Working with the Democratic Congressional Campaign Committee… members were told to begin strategizing about potential future district lines,” ProPublica revealed.
One significant roadblock is the Voting Rights Act, which protects certain Latino-majority districts from being dismantled. Redrawing these boundaries could backfire if it leads to a courtroom battle Democrats can’t win.
Still, Newsom’s willingness to flirt with what he calls “a novel legal question” shows how far California Democrats are willing to go to cling to power.
Republicans are warning that this is not about fairness or representation it’s about securing one-party rule in California and tipping the scales nationally.
Assemblymember Leticia Castillo, who left the Democratic Party to become a Republican, called out the move “The games they play aren’t working, and the more people get educated on what’s going on, the more they’re going to fight back.”
If California Democrats succeed, it could spell trouble for House Republicans ahead of 2024 and beyond, turning a voter-approved process meant to ensure fairness into a partisan weapon.
