Report Finds Biden-Harris Administration Implemented 500 ‘DEI Actions’ Promoting Far-Left Ideology

Report exposes federal agencies implementing "equity" policies, raising concerns over divisive identity politics.

A new report reveals that the Biden-Harris administration has embedded diversity, equity, and inclusion (DEI) policies across at least 80 federal agencies, with a staggering 500 DEI-related actions now influencing everything from agriculture to national security. This extensive DEI agenda, promoted through agencies critical to government function, raises significant concerns about politicizing federal policy, undermining merit, and entrenching identity politics within the public sector.

The report, published by Do No Harm, outlines the far-reaching DEI efforts that were triggered by President Biden’s Executive Order 13985, issued on his first day in office. The order, titled “Advancing Racial Equity and Support for Underserved Communities Through the Federal Government,” was the first of many steps the administration has taken to inject DEI ideology throughout government functions, ostensibly to ensure inclusivity.

Among the findings, Do No Harm points out that agencies like the Department of Homeland Security (DHS) and the Environmental Protection Agency (EPA) have each implemented over a dozen DEI measures. Some of the policies in question include:

  • NASA’s DEI Focus: The space agency held its first “LGBTQI+ Vendor Equity Forum,” part of its 26 DEI initiatives aimed at integrating “equity” considerations in areas as unexpected as space exploration.

  • Department of Agriculture’s Agenda: The USDA reimagined its programs “from an indigenous perspective” and has worked on expanding “indigenous animal processing capacity” as part of its 21 DEI actions, shaping federal agriculture policies through an ideological lens.

  • National Security Impact: The Department of Defense (DoD) included “gender analysis” in its policy guidance, while the State Department embedded “racial equity and justice” frameworks, measures that may detract from their primary missions of national defense and diplomacy.

More obscure agencies, like the Japan-U.S. Friendship Commission and the American Battle Monuments Commission, have also pursued multiple DEI actions, underscoring how deeply ingrained DEI has become under Biden’s leadership.

Dr. Stanley Goldfarb, chairman of Do No Harm, argues that DEI policies not only politicize federal institutions but open the door to discriminatory practices. “The Biden-Harris Administration has taken steps to ensure that DEI infiltrates every nook and cranny of the federal government, from healthcare agencies to national security,” Goldfarb said. He contends that these initiatives lead to different treatment and policies based on race, gender, and other identity markers, rather than ensuring unbiased governance.

Agencies tasked with sensitive national security roles have also seen DEI ideology spread into their operations. The Office of the Director of National Intelligence (ODNI), for instance, released a DEI newsletter called “The Dive,” which advised intelligence agents to avoid "problematic phrases" when discussing Islamic terrorism and praised one agent’s cross-dressing as an enhancement to his intelligence work. The report further exposes how the National Security Agency (NSA) created a DEI glossary defining terms like “white fragility” and “settler colonialism,” directly referencing the theories of prominent Critical Race Theorists.

Former President Donald Trump has promised to reverse this "woke takeover" if reelected, pledging to eliminate DEI-driven policies in federal agencies and establish a restitution fund for those harmed by discriminatory practices. Trump's strong stance on the issue reflects a broader pushback from Americans who believe government policies should promote merit and equal opportunity, not favor or penalize groups based on identity.

Goldfarb cautions that allowing DEI to spread unchecked through federal agencies jeopardizes core American values. “The same government that is charged with protecting the American people from discrimination cannot also perpetuate it,” he emphasized. As Biden’s DEI agenda permeates federal operations, concerns continue to grow that merit-based governance is being sacrificed for a divisive social experiment, shifting the government's focus from unity to division.
