Trump Unveils 28-Point Peace Plan to End War in Ukraine
Proposal would halt fighting, return kidnapped civilians, and give U.S. not Europe the lead in final peace.

President Donald Trump has rolled out a sweeping 28-point plan to bring the devastating war in Ukraine to an end and for the first time in years, both Russia and Ukraine are at the table.
The plan, described by U.S. officials as a “living document”, is already drawing attention as a realistic starting point for peace negotiations. And more importantly, it repositions the United States not the EU or NATO as the primary global powerbroker, with Trump himself taking the helm of a proposed Peace Council to enforce the final terms.
Key components of the proposed Trump peace plan include:
Immediate ceasefire upon agreement, with forces withdrawn to existing lines
Russia gains recognized control over Crimea, Donetsk, Luhansk, and parts of Kherson and Zaporizhzhia
Ukraine agrees never to join NATO, codified in its constitution
Ukraine receives U.S. security guarantees, bypassing European dependence
Hundreds of billions in investment for Ukraine’s rebuilding, including $100 billion in frozen Russian assets
Russia gains reentry into the G8, and certain sanctions are lifted
All war prisoners and civilian detainees, including abducted Ukrainian children, are returned
Both countries agree to ban Nazi ideology and implement educational programs promoting “tolerance”
The plan, reportedly shaped by U.S. envoy Steve Witkoff and Russian negotiator Kirill Dmitriev, is being hailed by some international observers as the first serious path to peace since the war began. Dmitriev confirmed, “We feel the Russian position is really being heard.”
While the plan has not yet been officially accepted by either side, Ukraine’s President Volodymyr Zelensky has agreed to enter talks with Trump’s team after reviewing the proposal.
Trump’s bold initiative would place him at the center of the process, personally leading the Peace Council to oversee enforcement a model similar to his proposed role in a potential Israel-Hamas ceasefire plan. The terms make it clear: if either party violates the deal, all concessions are nullified.
The Trump doctrine is once again showing the world what real diplomacy looks like no endless war, no vague “talks,” no UN bureaucrats pushing paper while civilians suffer. Instead, it’s tough negotiation backed by power, leverage, and enforcement.
Unlike Biden’s rudderless policy which involved writing blank checks to Ukraine while allowing NATO to bumble its way through endless conflict Trump’s plan offers actual deliverables:
A path to peace, not just perpetual funding
A return of kidnapped civilians and children, many of whom have reportedly been re-educated or conscripted by Russia
Economic recovery without surrendering national sovereignty to the EU
Critics will likely harp on Ukraine’s “concessions” but the truth is, Ukraine is being offered a future: guaranteed security, massive rebuilding aid, and eventual entry into the EU.
And if Russia violates the deal? Every concession is off the table.
Let’s not forget: the Biden administration had years to stop this war and failed. It was Trump who warned from the start that the war never would have happened if he were in office and now, he’s proving he was right by moving toward ending it.
Whether Ukraine and Russia finalize the deal in its current form or not, one thing is already clear: serious negotiations are finally happening because Trump is back in charge.
