Kristi Noem Reopens ICE Victim Support Office Shut Down by Biden
Trump administration revives VOICE to aid families devastated by illegal alien crime.

In a powerful move to support the forgotten victims of America’s border crisis, Department of Homeland Security Secretary Kristi Noem has officially reopened the Victims of Immigration Crime Engagement (VOICE) Office a vital resource for families shattered by crimes committed by illegal aliens.
The VOICE Office, first launched during President Trump’s first term, was shut down in 2021 by the Biden administration under then-DHS Secretary Alejandro Mayorkas, who absurdly claimed that “all people, regardless of their immigration status, should be able to access victim services.” That tone-deaf reasoning ignored the very real suffering of American families whose loved ones were lost due to an open-border policy that has invited chaos, crime, and tragedy.
Standing at the ICE headquarters flanked by angel moms, Secretary Noem didn’t mince words:
“We have enemies living among us because of what the Biden administration has done by opening our borders… terrorists, gang members, dangerous criminals allowed to enter our country and perpetuate violence on American families. That is going to stop now.”
The reopened VOICE Office will:
Provide legal aid referrals and resources to families impacted by illegal alien crime.
Launch a victim tip line to report incidents and seek support.
Prioritize the needs of American families left behind by preventable tragedies.
Among those present at the announcement was Alexis Nungaray, whose 12-year-old daughter Jocelyn was raped and murdered by members of the Venezuelan gang Tren de Aragua, who illegally crossed the U.S. border. Also present was Maureen Maloney, whose son Matthew was dragged to his death by an unlicensed illegal alien in a horrific 2011 hit-and-run.
“He backed over Matthew again and continued to flee,” Maloney recalled, her voice breaking. “They were pleading with the driver to stop he never did.”
These stories are heartbreaking. And they’re not rare. In fact, data from the U.S. Sentencing Commission shows that illegal aliens account for nearly 40% of federal crimes committed in border districts, despite being a small fraction of the population. And that doesn’t include countless crimes never prosecuted at the federal level.
The truth is, Joe Biden and the Democrats shut down this office because it made them uncomfortable. It exposed the real, human cost of their reckless open-border ideology. Secretary Noem and President Trump are doing what the Left refuses to do: put American families first.
As DHS spokesperson Tricia McLaughlin said, “We’ve heard far too many stories about American lives taken by people who never should have been here in the first place.”
That ends now. Under Trump’s leadership, the priority is no longer appeasing illegal aliens it’s protecting American lives.
