California Democrats Pass Bill Granting Illegal Immigrants Interest-Free Home Loans Up to $150K

New legislation sparks outrage as critics warn of worsening border and housing crises.

California Democrats have passed a bill allowing illegal immigrants to qualify for interest-free loans of up to $150,000 to purchase homes. The legislation, which passed along party lines in both the Assembly (53-18) and the Senate (25-14), now awaits the signature of Democratic Governor Gavin Newsom.

This legislation makes illegal immigrants eligible for California’s Home Purchase Assistance Program, which offers first-time homebuyers interest-free loans to cover down payments. The program has already distributed more than half a billion dollars across nearly 4,000 loans, and the new bill ensures that applicants cannot be disqualified based solely on their immigration status.

The bill’s author, Democrat Assemblymember Joaquin Arambula, defended the legislation, claiming it would attract individuals with strong credit scores who could contribute to the state's economy. “So for those who have a good credit score and who qualify for a loan, we are saying that we want you to set roots here in our great state if you qualify, only if you qualify,” Arambula stated.

However, the bill has faced fierce opposition from Republicans who argue that it incentivizes illegal immigration and places legal residents at a disadvantage in the already challenging housing market:

  • Incentivizing illegal immigration: Critics warn that providing financial benefits to illegal immigrants encourages further unlawful entry into the United States.

  • Unfair competition for citizens: Many American citizens, including legal immigrants, are already struggling to afford homes in California's inflated housing market. Republicans argue that this bill exacerbates the problem by giving illegal immigrants an unfair advantage.

  • Worsening border crisis: With California already a hotspot for unlawful border crossings, GOP leaders fear this legislation will only make the situation more chaotic.

“It’s a slap in the face to legal immigrants when we incentivize the breaking of our laws and the normalizing of being in this country unlawfully,” remarked Assemblymember Bill Essayli (R). “We need to close our border. This is a problem of our own making. We have made the borders wide open, millions of people are coming over and now the state of California is creating a huge incentive for those who came here illegally to come to California.”

Assembly Republican Leader James Gallagher echoed these concerns, arguing that the bill will worsen both the border and housing crises. “I didn’t know it was possible to make the border crisis and the housing crisis worse with just one vote, but Democrats found a way,” Gallagher said. “Giving taxpayer-funded housing subsidies to illegal immigrants will drive costs even higher and encourage more chaos at the border.”

This latest legislation comes as the San Diego border sector becomes a focal point for illegal crossings, with reports indicating that the Biden-Harris administration has released thousands of apprehended illegal immigrants into the state. As California continues to grapple with housing affordability and an escalating border crisis, this bill adds yet another layer of complexity to the ongoing debates over immigration and housing policy.
