Another Afghan Terrorist Arrested on U.S. Soil Under Biden's Botched Refugee Program
Linked to ISIS-K, the terror group that killed 13 U.S. troops in Kabul, the suspect entered under Biden’s “Operation Allies Welcome.”

Another Afghan national tied to terrorism has been arrested inside the United States and once again, the suspect came here under Joe Biden’s reckless and unvetted refugee resettlement program.
On Wednesday, Immigration and Customs Enforcement (ICE) arrested Jaan Shah Safi in Waynesboro, Virginia, just 100 miles from Washington, D.C.. According to the Department of Homeland Security, Safi is linked to ISIS-K, the same Islamic terrorist group that killed 13 U.S. service members during Biden’s catastrophic withdrawal from Afghanistan.
“The Biden administration brought this terrorist into the U.S. under the disastrous Operation Allies Welcome program,” said Homeland Security Secretary Kristi Noem. “This terrorist was arrested miles from our nation’s capital where our brave National Guard heroes, Sarah Beckstrom and Andrew Wolfe, were shot just days ago by another unvetted Afghan terrorist.”
Safi is the third Afghan national in just one week to be arrested in connection with violent extremism or terrorism-related threats all of them admitted during the rushed and chaotic 2021 withdrawal from Kabul.
This is no longer a scandal it’s a national security emergency.
What we know:
Jaan Shah Safi, linked to ISIS-K, arrested in Virginia
Rahmanullah Lakanwal, another Afghan migrant, arrested last week for murdering National Guard member Sarah Beckstrom and wounding another, Andrew Wolfe
Mohammad Dawood Alokozay, arrested in Texas after posting threats of a suicide bombing online
All three entered the U.S. under Biden’s Operation Allies Welcome, which allowed nearly 190,000 Afghan nationals into the country with little to no vetting, according to DHS.
“Biden let into our country nearly 190,000 unvetted Afghan aliens—only determining who they were and their intentions when they were already on American soil,” Noem said. “President Trump has been working every day since January 20 to clean up this unmitigated national security crisis.”
This latest arrest brings chilling reminders of the August 26, 2021 ISIS-K suicide bombing at Kabul’s Abbey Gate, which killed 13 American service members and dozens of Afghan civilians. That same terrorist network now has a presence in small-town America, thanks to Biden’s refusal to listen to security experts and enforce basic immigration safeguards.
Rather than prioritize safety, the Biden administration fast-tracked tens of thousands of unvetted individuals into U.S. communities and now Americans are paying the price.
“This is one of the worst national security crises in American history,” Noem warned and she’s absolutely right.
President Trump’s new administration has already begun reversing course, halting asylum approvals for unvetted Afghan nationals and calling for an aggressive re-screening of every individual admitted under Operation Allies Welcome.
It’s not “xenophobic” or “anti-refugee” to expect that people entering the United States aren’t connected to terror groups like ISIS-K. It’s called common sense. But that’s exactly what Biden’s White House has abandoned.
And now, under this administration, we’re arresting ISIS terrorists 100 miles from the Capitol after they were welcomed in the name of “compassion.”
